CM calls for stringent action against wild life crimes

ITANAGAR, Jan 5: “The forest officials need to deal wildlife crimes like hunting and poaching with strong arms”, asserted Arunachal Pradesh Chief Minister Dorjee Khandu while presiding over the 20th meeting of State Board for Wildlife here at PCCF office conference hall today.

Assuring all possible support, Khandu appealed the forest officials to take stringent action against those involved in the wildlife crimes irrespective of their status.

The chief minister expressed serious concern over exploitation of forest through illegal timber operation, forest fire etc. resulting to increasing pressure on wildlife. He observed that the abundant flora and fauna of the state which substantially supplements in controlling global warming will be in stake if proper plans and policies are not put in place. “The onus of preserving the wild life and forest need to be shouldered by every individual of the state” he advocated.

Revealing Union Minister of State for Environment and Forest Jairam Ramesh’s concern over poor performance of Namdapha Tiger Project resulting in low population of Tigers, Khandu emphatically called for improving the condition to bring back the glory of Namdapha Tiger Reserve. He viewed that the relocation and resettlement of Lissu community residing in the project area is urgently required and the fund allocated for the purpose need to be made use of.

While welcoming the positive gesture of centre for clearing the much required road from Miao to Vijayanagar, the chief minister expected the park management to play a proactive role in exerting all out effort in completing the project in a time bound manner.

Khandu also opined for inclusion of PRI members, GBs and village community in the centrally sponsored schemes for management and development of sanctuaries, National Parks and Tiger reserves for effective and judicious implementation.

He also called for expeditious distribution of ex-gratia to those who have been victim of wild animals attack. Besides, he stressed for restoring critical migration corridors for wild Elephants to allow free movement to avoid man-elephant conflict.

Khandu urged the forest and tourism officers to come up with innovative ideas to augment eco-tourism.

     Hunting of wild life banned in Papum Pare

YUPIA Jan 5: DC Papum Pare in an order has prohibited any kind of killing of wild lives in the district.

The order was necessitated as unmindful killing has adversely affected the wild life. Panchayat members and gaon buras have been asked to immediately report any such indiscriminate killing of wild lives of their respective areas to the concerned Administrative Officers or Forest authorities.

Deputy Commissioner Bidol Tayeng has further directed all the administrative officers to ensure effective enforcement of the order in their respective jurisdiction. (DIPRO)

 

Expedite proceedings against rape and murder cases: APSCW

ITANAGAR, Jan 5:  Arunachal Pradesh State Commission for Women (APSCW) has called upon the  Capital district administration to expedite proceedings against rape and murder cases in Capital.

APSCW, which met deputy commissioner, Itanagar Capital Complex today to discuss the rising crime scenario with specific reference to women and children, requested the authorities to give a second look on the case of Late Ratan Shanti so that any foul play is ruled out.

The rape and murder cases under enquiry were also discussed in the meeting which was attended by APSCW member secretary Tadar Yadir, vice chairperson Mepung Tadar.

An intensive discussion on Boli issue which has plagued many women and families due to involvement of huge money in it, was also discussed.

 

Senior Congress leader assaulted by ppa supporters

ITANAGAR, Jan 5: In an unprecedented incident, West Kameng District Congress General Secretary Dorjee Leto was brutally assaulted in Dirang on Jan 2 in broad day light by the supporters of local MLA Phurpa Tsering, supposedly   as a spillover of the recently concluded elections to the Legislative Assembly.

Speaking to ATNS here today at the RK Mission hospital, where he has been admitted for treatment,  Leto said that  a  group led by Nima Dorjee came out from of nowhere and warned him not to carry out the tender work with the ITBP, where he had gone to attend a tender meeting. “Even before the verbal abuse got over, his brother and he started physically assaulting me while the rest of the accomplices watched.  I don’t know what happened afterwards as I found myself at the ITBP Hospital few hours later, unable to move and with severe bleeding in my ears and nose”.

Nima Dorjee is an Anchal Samity Member of Sangti Village.

They damaged his car and licensed SBBL 12 bore gun that was kept inside the vehicle which was parked around 400 metre from the place of assault.  Leto also alleged that when he was taken to Dirang Hospital, the same group tried to stop the doctors from giving him medical attention.

“ It is surprising that an attempt was made on the life of a dedicated worker of the Congress party by  workers of another political party claiming that they had the blessings of the Congress Chief Minister”, an attendant of Leto said.

Even as investigations continue, a formal FIR is yet to be registered regarding the incident, apparently awaiting the return of injured Leto to the jurisdiction of the authorities.

 

Follow up meet on GST

ITANAGAR, Jan 5: A meeting to follow up “The First Discussion Paper on Goods and Service Tax in India” which was released by The Empowered Committee of State Finance Ministers on 10th November, 2009 was held yesterday. The interactive meeting which was called by Excise and Taxation Commissioner Amit Singla was attended by Officers of the department and representatives of ACCI and other Trade Bodies.

The proposed GST is likely to be operational from 1st April, 2010.  The Commissioner said that GST is not simply VAT plus Service tax, but a major improvement over the previous system of VAT and disjointed service tax.

Tapas Dutta, Superintendent (T & E) and Kingman Komut, Inspector (T & E) T Jongkey, Joint Commissioner (T & E) and Ando Pangkam, Deputy Commissioner (Legal) highlighted the salient features of GST.

GST is designed to eliminate the cascading effect of taxes, i.e. Tax on tax, thereby triggering a fall in cost of goods and services.

All major Central and State Taxes will get subsumed into GST which will reduce the multiplicity of taxes, and thus bring down the compliance cost.

With GST, the burden of CST will also be phased out.

Uniformity of taxation system as much as practicable across the country.

Use of IT in a major way, thereby making the Tax system prompt and transparent.

Simplification of the procedures of the Inter-State trade.

The business fraternity hoped that GST would be better than the present system of VAT and urged that it be implemented with online system from the very beginning. They also assured all possible cooperation in formulating and implementing the GST and hoped that more such interactive sessions and workshops are organized from time to time.

AWWA steps forward to cause of girl child education

WAKRO, Jan 5: President, Army Wives Welfare Association (AWWA) of the DAH division Dolly Sachar presented financial assistance to support girls’ education to the Bursar, Apna Vidya Bhavan, Wakro.

Speaking to the students, parents and the General public, Dolly Sachar called upon the young learners to obey wise counsel of teachers and elders during the formative period of their life to shine in life.

The President AWWA appreciated the efforts of ASSET  and the Apna Vidya Bhavan and called upon the Apnes and the Girls of KGBV wakro to pursue learning with dedication and make Arunachal proud by their achievements.

She also individually met the Apna Staffs and public delegation led by Silotmai Dellang, President, Wakro Women’s Welfare Committee. Brig. Manjeet Mehta, SM, Commander 82 Mountain Brigade, briefed the AWWA chief about the service activities of ASSET and lauded the selfless service rendered by the Bursar, Apna Vidya Bhavan and the staffs. The Commander also assured to seek support of other agencies so that the welfare programs by ASSET reaches more people.

Aid of Rupees Twenty Three Thousand was extended by Jija Madhavan Hari Singh, IPS, the Director General of Police, Karnataka.

It was a big moral boost to the ASSET effort of promoting Girls’ education when the AWWA chief of the DAH division made a personal contribution of Rupees Five Thousand.

Additional Sessions Judge, Namsai Oying Apum and O.S. Chandran, Assistant Commissioner, Special Bureau also made cash contributions to reinforce the effort.

The Chairman ASSET in his address said that It was a great inspiration to receive continuous support from Jija Madhavan Hari Singh, in promoting girls’ education in remote Arunachal. He also expressed that the involvement and support of leaders like Sachar will motivate more leaders to follow suit. He further assured the AWWA that the ASSET will ensure that the benefits of the goodwill and support of the AWWA and the Army will trickle down touching many lives and will keep all selfless workers inspired to serve the society with dedication. He also thanked Brig Mehta for organizing and mobilizing continued lasting support.

 

SI Donyi

ITANAGAR, Jan 5: Si Donyi festival would be celebrated across the state on Wednesday.

The Governor Gen J J Singh in his message prayed for promotion of peace, communal harmony, a good harvest and good health for all.

Si Donyi, which showcases the rich cultural heritage of Tagins, plays a significant role in defining the true nature of customs, traditions and culture of the tribe. The beliefs behind the festival are rooted deep in the indigenous religious and cultural ethos of the Tagin tribe. It is an expression of the reverence and respect of today’s generations towards the wisdom of their founding fathers, he said in his message. Chief Minister Dorjee Khandu in his greetings to the people of the state expressed the hope that festival will spread the message of love, peace and communal harmony among all tribes of the state.

It is my firm belief that the festival will strengthen the emotional integration, goodwill and mutual understanding amongst the citizens and bring happiness and tranquillity in the society.

He further expressed that hope that festival will help in preserving, promoting and rejuvenating our rich cultural heritage.

He  urged upon the learned elders to pass on the folk proverbs, folklores, folk songs and folk dances to the younger generation so that we can preserve and showcase our distinct socio-cultural identity.

 

A review of Moopin Poopwr

At the first glance Moopin Poopwr Poonu nwwtom and mvmmvn gogrv of the Galos of Arunachal Pradesh by Dr Tejum Padu looks like any other researchers compilation because of its dull cover and predictable Motifs of Moopin. However, as one turn the pages, the book is engrossing and is a must buy for those interested in the rich oral tradition.

The book has compilation of fifteen Moopin ritual chantings and 26 folk songs popularly known as Poonu and ten other traditional songs.  It also has a compilation of rituals and guidelines on wedding ceremonies. The bonus is the glossary, which is of immense help to non-native speakers and those native speakers who are not fluent in the language.  

The book is perhaps the first comprehensive compilation of rich oral literature on Mopin of Galos.

Dr Padu, currently Joint Director in Department of Higher and Techinical Education and also the first Arunachalee Lecturer in English has done a commendable job of compiling the rich oral traditions of the Galos. This comes at a critical juncture when the language is being abandoned by many in favour of English and Hindi. The book is an encouraging effort and would go down as one of the few well-researched books.

One wishes that photographs were of better quality and little more effort was put on  the introduction of the author cover page.   

But on the whole, the book is a must buy not only for the native speakers of the language but also for academic researchers and others interested in Galos.

Priced at Rs 500 and published by Farsight Publishers and Distributors, New Delhi, the book would be formally launched on Jan 6 at Banquet Hall and is the first book written in Galo Script after the publication of Galo Grammar.

 

Yomso appointed as NYC GS

ITANAGAR, Jan 05: Mongol Yomso has been appointed as All India National General Secretary, Nationalist Youth Congress.

He has been entrusted as the in-charge of North Eastern States in the 4th National Convention of Nationalist Congress Party (NCP) held at New Delhi recently. Earlier, he had been in the Arunachal Pradesh Youth Congress as General Secretary and served the state in various capacities. However, he resigned from APYC before the last assembly election.

Meanwhile, Yomso thanked NCP leadership for assigning him the post of General Secretary and assured to streamline the North Eastern Nationalist Youth Congress Coordination Committee.

 

‘Expedite investigation’

ITANAGAR, Jan 05: All Nyishi Youth Association Capital Complex Unit (ANYACCU) has appealed the Papum Pare SP and Capital Complex DC to intervene and direct the  authorities concerned to expedite the investigation in the Ratan Santi death case.

Claiming her death as murder, the ANYACCU further said that waiting for post mortem report for further investigation is not appreciable.

 

Saga of struggle continues

ITANAGAR, Jan 5: People of Dokum colony Naharlagun are still trying to come out of the trauma from devastating fire which engulfed the area on Jan 2.

With everything lost in fire, the residents mostly comprising of migrant workers are fighting all odds to re-start life from scratch. The cold winter condition is adding to their woes, as majority of them who lost their belongings in fire are not able to afford new blankets. Some of them have taken shelter in relative’s house while others have put up tents nearby their damaged houses.

“Some of our friends are living with their relatives at the moment. But they too are facing problems as houses are quite small and it becomes too congested to live,” told Enteyiesh Ali , a victim.

The authorities have visited the fire site to assess the damages.

Most of the fire victims are tenants living in rented accommodation owned by local Arunachalee’s and they have been asked to submit their list of lost assets to their respective house owners.

“We were given a form to fill up by officials. We duly filled and had passed it to our house owners,” informed one victim.

A minor confusion is prevailing as whether they will be given compensation for the lost possession. “My family lost all belongings which include important documents like my children’s school certificates, ration card, inner line permit, etc. There’s talk going on that authorities will return only whatever documents we lost and we won’t be paid compensation for assets lost,” told one migrant worker who didn’t wished to be name.

Apart from  struggling to rebuild their homes, lack of blankets, foods are immediate concerns.

Local MLA Techi Kaso provided initial relief materials like blankets, rice and salt. But more need to be done.  

“We are thankful to him and everyone for helping us. But poor people like us with large family need more helping hand and we are hoping that our state government will take care of victim as we are also citizen of this state,” said one victim.

 

A big fat smile

The other day, a man walked into the office of this daily with a big infectious smile and a fat envelope. At a time, when people have forgotten to smile and laugh, the smile almost called for a celebration.

With smile intact, he hands over the envelope to yours truly. Inside was a smiling photograph of a politician with a long press release. As mental note was being made where to place it, the gentle man handed over another fat envelope.

A little tired and irritated at the prospect of another long press release with no substance whatsoever, yours truly opened the envelope. Dear reader, you guessed it right. The fat envelope contained no press release or photographs.

 “chai pani ke liye..aap log inta kaam karta he hamare liye” he said.  

Well, predictably a long lecture on bribery and promotion of corruption followed. The gentle man fortunately had the decency to walk out with the half-torn fat envelope. He still had the smile on.

The incident was a shocking reminder on what happens in the name of chai-pani.

Bribery, nepotism, corruption are so deep rooted in our society that most of the time we don’t even realise it. It is just accepted as a way of life. And it is so effortless executed that there is no place to complain.  At every level there is “cut” ready. No one actually has to do anything drastic to get that cut. It’s all earmarked. They say poorer are those who donates it unwittingly.

I don’t have any concrete evidence to support my claim and pray that no one actually hauls me to  the jail and court to substantiate the claims.

Let me share an interesting episode that happened at the Legislative assembly some years back. An angry member declared, “When we make schemes, some percentage of the fund should be earmarked to pay as bribes in Delhi and elsewhere. We all end up paying from fund meant for particular scheme resulting in sub standard work”.

I am not sure whether his words were expunged.   

Hope the New Year will usher in something productive for all of us and our beautiful state. Yours truly just wish some infectious smile for everyone. Hopefully without having to pay for the smile!

 

Lohit targets cent percent achievement under IPPI

ITANAGAR, Jan 5: Lohit district has decided to cover almost all the children under IPPI programme scheduled on Jan 10 and Feb 7 next.  The district covered  88.68% of children  in the last phase of IPPI.

Presiding over the District Core Committee meeting on IPPI held today, Lohit Deputy Commissioner-Cum- Chairman District Health Society Kaling Tayeng  stressed on the need to setup transit Polio booth to immunize the all babies on the immunizing period.

He also appealed the  Medical Officers of the  district to liaise with RKS, public leaders, NGO’s and other government departments to achieve the immunization goal.

“Effort should be made to achieve higher percentage, the DC said, adding door to door immunizing can help to reach to our target.

Earlier, Dr. N. Geiyi DRCHO-Cum- CEO District Health Society enlightened the committee members with data of last year IPPI and achievement.

Disclosing the action plan for successful IPPI programme, Geiyi said four transit polio booth would be set-up in Lohit district which can be increased.

Giving details, he further said  Parashuram Kund Mela premises will be in special zone to cover the floating populace. He requested all the Medical Officers to render their best of service for marching towards a polio free district. All doctors from  PHC,  CSC and District hospital Tezu took part in the meeting. Karatekas bring laurels

ITANAGAR, Jan 5:  Arunachalee Karatekas have once again proved their mettle  in martial arts to win one gold and as many silver and two bronze medals in the 23rd National Junior Karate Do Championship held at Erode, Chennai from Dec 27 to 30 last.

The karatekas, who brought laurels to the state are John Bagang, Juna Dada, Likha Lej and Dongro Dodum.

While Bagang struck gold in Kata event in the age group of 16-17 years Likha bagged the silver in Boys Kumite (12-13 years). Juna and Dodum picked a bronze medal apiece in Girls Kata (12-13 years) and Boys Kumite (14-15 years.

S Nanu was the coach of the participating team while M Tasa and Y Niki were the asst. coach and team manager respectively.

Meanwhile, Arun-achal Karate Association (AKA), while lauding the team’s performance, appealed to the state government to provide sufficient fund so that the association could provide better facilities to the karatakes to improve their performance.

 

Road Safety Week  observed in East Siang

PASIGHAT, Jan 5: Along with the rest of the state, East Siang district is observing the Road Safety Week -2010 with various programmes to generate awareness among the masses and enhance road safety measures.

Considering the increasing numbers of vehicles every year as well as increased number of road accidents which take  many precious lives, state police have taken a number of educational measures to prevent such accidents this year.

Workshops on safe driving, maintenance for the vehicles have already been organized and  some extra important measures  are being taken up by the district police authority to prevent road accidents, police sources added.  

As a part of the road safety week, lectures on traffic rules, essay competition on road safety, street shows and painting competition among school going children are being organized, informed SSP D.C. Srivastava.

The Pasighat OC A.K. Pandey Inspector accompanied by in-charge Traffic Cell T. Radeng (SI) and OC (Crime) K. P. Sharma (SI) visited five schools this morning and gave their valuable tips and suggestions on road safety to the students. DIPRO

 

Know your army Mela

BOMDILA, Jan 5: To enhance the civil and military interface and in order to create awareness regarding the Indian Army, a Civil Military interaction titled ‘Know Your Army’ is being organized at Buddha Stadium Bomdila on Jan 8 by the Ball of Fire Division.

The theme of the Mela is to educate the local youth about the various options for enrolment into the Army including Arunachal Scouts and to highlight the role of the Ball of Fire Division in this remote and rugged area of the state.

A colourful mosaic of cultural programme comprising of dances and songs would be presented by the school children and the army. The highlight of the event would be the Motor Cycle display by the Shweth Ashwa team, who through a display of sheer skill and deft precision is likely to enthrall the spectators. Two such melas earlier was a huge success in the district. Stalls would also be laid out to showcase the might and rich traditions of the Indian Army.

A separate stall on ‘Enrolment into Indian Army’ would be put up to educate the young on avenues for enrolment into the Army. A medical camp will also be conducted to provide free medical checkups and medicines. To add spice to the celebration, food stalls to provide an outlay of varied cuisines from across the country would also be established. Besides the district authorities and top military brass, the GOC 5-Mtn division would be gracing the occasion. (DIPRO)

SCL’s training for unemployed youths

PASIGHAT, Jan 5: Altogether twenty six unemployed youths have been selected through interviews finally and are under-going 3-6 months training courses being organized by the Surya Company Ltd.(SCL) at New Delhi, informed AVP (Arunachal Vikash Parisad) East Siang Unit President, Onyok Pertin. He further informed that all the trainees after completion of their courses would be absorbed in the company in different trades according to their quality and ability.

The Central Gangging DPYK (Donyi Polo Yelam Kebang) Pasighat selected the final candidates for the purpose and AVP coordinated with the authorities of SCL in this regard, sources added.

 

Silver Jubilee

ITANAGAR, Jan 5: The Pira Baptist church under Tirbin circle, West Siang District would  celebrate its Silver Jubilee from Jan 15- 17.

The main theme of the celebration will be “walk by faith not by sight”. Churches of Baptist Council North East India General Secretary Rev. Dr. A.K. Lama will be the main speaker. The traditional cultural completion, Games & sports, Bible quiz, releasing of souvenir and other talent show will mark the celebrations.

5th Raso Yangda Sports Meet begins

Seppa, Jan 5: The 5th Raso Yangda and Nyaga Rangmo Sports Meet organized by East Kameng Middle Zone Students’ Union (EKM-ZSU) began at General ground here today.

The meet which was formally inaugurated by local MLA Tapuk Taku as chief guest and deputy commissioner Pige Ligu as guest of honor, includes games like football in memory of Raso Yangda, who was the founder president of the Union and volleyball in memory of Nyaga Rangmo.

In his inaugural speech, the MLA suggested the union to organize the programme in a wide level in consultation with the district administration and other well wishers for its grand success. He appealed to the participants to maintain discipline and spirit of the game in order to give a grand finishing to the meet.

While appealing the participants to avoid indulging in other unwanted activities in order to keep energy and the stamina intact, Taku emphatically pointed out that most of the players fail to take the game in a professional way thus ending their career in district or state level.

Pige Ligu observed the participation of the girls in the meet as an encouragement to the women section. He also said that as the time and thinking of the people have been changed, we too need to change ourselves in order to go at par with the rest of the world. While assuring to extend all kinds of cooperation from the district administration and from his own side for the promotion of the memorial in future, Ligu concluded that he would write to the Govt. for the inclusion of the memorial in the state calendar year.

Legislator Tani Loffa while urging the participants for the good display of the game echoed Ligu and called for the recognition of the memorial in the state calendar.

Earlier a two minutes silence was observed as a mark of respect to the departed and to pray for  their eternal peace. DIPRO

 

State Credit Seminar

ITANAGAR: NABARD Arunachal Pradesh Regional Office, Itanagar will host the State Credit Seminar for 2010-11 on January 12 at Banquet Hall. The seminar will identify the sectoral potentials under Farm and Non-Farm sector which can be brought under institutional finance. It will also address the issues of financial inclusion and credit outreach in Arunachal Pradesh.

Representatives of various development agencies of the Government, Bankers and NGOs will attend the seminar.

Commissioner Finance, Government of Arunachal Pradesh V.K. Dev will inaugurate the seminar.

 

Kena to head APSCST

ITANAGAR: Parliamentary secretary, IT and S&T, Jomde Kena has been appointed as chairperson of Arunachal Pradesh State Council for Science and Technology with effect from today, informed deputy director, IT in a release.

 

Declare 6th Feb as local holiday

ITANAGAR: The Nyishi Elite Society (NES) has appealed to the state Govt to issue notification declaring 6th February as local holiday on the occasion of Boori-Boot Yullo.

With this arrangement, the local holiday on January 19 should stand dispensed, the letter further said.

A social ordinance has been issued  and it was decided to celebrate  the Boori-Boot Yullo from 4th to 7th February, 6th February being the date of ritual sacrifice, NES in a letter to commissioner/secretary, general administration  said and also appealed for  rectification of the name of the festival as Boori-Boot Yullo instead of Boori-Boot.
